In December 2020, the turnover of the entire metropolitan catering amounted to 18.1 billion rubles, which is only 8% less than in December 2019, follows from the materials on the website of the Federal State Statistics Service for Moscow and the Moscow Region (Mosstat). In November 2020, this figure was 17.3 billion rubles, which almost corresponds to the level of the same period in 2019 (17.4 billion rubles).

At the same time, in Moscow, since November 13, due to another outbreak of coronavirus infection, cafes, restaurants, as well as entertainment institutions - nightclubs, bars, discos and karaoke - were forbidden to receive visitors after 23 hours. Only a skill could work around the clock at catering establishments. Many restaurants and cafes by midnight are already turning "into another: karaoke club, dance floors," where another mode of communication and "the likelihood of infection is much higher," Moscow Mayor Sergei Sobyanin explained decision.

On New Year's Eve, restaurants also did not work, and no more than 50 people could simultaneously attend corporate parties that were held at the permitted time. In addition, in December, a mayor's decree was in force, according to which companies had to send at least 30% of employees to remote work. The Moscow authorities lifted the ban on working at night bars, restaurants, clubs, discos and karaoke only on January 27.

For restaurants and cafes, December is a traditionally lively month due to pre-Christmas meetings and corporate parties, so when the Moscow authorities imposed a ban on working at night, restaurateurs feared that this would negatively affect the revenue of many establishments that could practically not earn during self-isolation.

What experts and restaurateurs think about the numbers of Mosstat

The reduced turnover of catering in December 2020 by 8% in actual prices is a fairly noticeable drop, given that in the previous three years, December turnover grew at an accelerating pace, according to the Analytical Center of the Moscow Government. However, experts and restaurateurs interviewed by RBC rated the decrease recorded by Mosstat as insignificant.

At the end of 2020, the catering market in Moscow and the Moscow region fell twice as much as official statistics show, said Marina Lapenkova, an expert in the food service market at the Russian branch of the NPD Group. According to this research company, the number of visits to restaurants and cafes in December 2020 decreased by 26% compared to December 2019, and consumer spending in catering fell by 18% (NPD Group does not give absolute figures). How many catering points in Moscow

According to the 2GIS service, more than 20.8 thousand catering establishments operate in Moscow, of which more than 5 thousand (or 24%) work at least once a week after 23:00.

On the open data portal of the Moscow government, there is information about about 17 thousand catering establishments operating in Moscow as of February 2, 2021. More than a third (38%) of them are cafes (6.5 thousand points), about 14% are fast service enterprises (2.4 thousand), 13% each are canteens and restaurants (2.3 thousand and 2.2 thousand, respectively), 6.5% are bars (about 1.1 thousand establishments).

Most establishments that operate after 23:00 have a license to sell alcohol, said Igor Bukharov, president of the Federation of Restaurateurs and Hoteliers. According to official data for March 2020, 4.2 thousand catering establishments have such a license in the capital.

The turnover of restaurants and cafes fell in December 2020 by at least 30-35%, insists Igor Bukharov. The drop in the segment of city restaurants in December 2020 ranged from 10 to 40%, depending on the location of the restaurant, estimates Margarita Kosteeva, president of Rosinter Restaurants Holding (Il Patio, Planet Sushi, TGI Fridays chains). The founder of Novikov Group Arkady Novikov at the end of January said that the total losses of all establishments amounted to 30%, and for restaurants that worked at night - about 40-50%.

Co-owner of the Hurma Management Group (Trade Union bar association, Teburasika bar and Shashlychnaya alcoholic group) Dmitry Levitsky calls the Mosstat figures "doubtfully low." He recalls that in the catering market there are different categories of institutions. Fast food, which was not affected by the restrictions, had losses that were not so large, but restaurants focused on banquets and tourists "sank significantly in the revenue, and night establishments - at least four times," Levitsky points out.

Official statistics refer to catering establishments not only restaurants and cafes, but also fast food, and canteens at enterprises that account for most of the turnover of the market and which could affect the overall picture, agrees Bukharov. The Office for Moscow and the Moscow Region, as the representative of Rosstat specified, collects data on the following categories of institutions: restaurants, cafes, bars, catering enterprises (fast food), buffets, cafeterias, eateries, canteens (including at enterprises and educational institutions), as well as cooking stores and cooking departments in stores.

The Moscow Department of Trade and Services reported that they did not have data on the proportion of catering establishments in Moscow affected by the ban on work after 23:00.
Cafes and restaurants that work at night can account for about 10% of the turnover of the Moscow catering market, estimates Sergey Mironov, owner of the Meat & Fish chain. In his opinion, the decrease in the turnover of restaurants and cafes in December was due to the ban on working at night and the absence of New Year's events at least 25% compared to last year.

The fast food segment in December also felt a decrease, says the founder of Teremka Mikhail Goncharov. According to him, in large networks, sales at some points fell to 45%. A source in one of the big companies says fast food fell less than other segments, the fall was within 20%. The representative of the Russian office McDonald's declined to comment.

Some establishments violated the ban on night work. For example, at the end of December, the Moscow Rospotrebnadzor reported on the sealed Apartment bar in the Presnensky district - the bar worked after 23:00, and its visitors did not observe the social distance and were without masks. Most catering establishments complied with the ban, and those who worked underground could not have a significant impact on statistics, Igor Bukharov is sure. To say that such positive statistics are due to a violation of the ban on working at night is incorrect, agree in the Analytical Center of the Moscow government.
