Experts believe that a sharp increase in visitors is expected in bars and nightclubs in Moscow

Restrictions on the night work of restaurants and clubs have been canceled since Wednesday - this will lead to a sharp increase in the number of visitors to nightclubs and bars, experts interviewed by TASS, representatives of business associations and entrepreneurs predict.

Moscow Mayor Sergei Sobyanin on Wednesday lifted the ban on serving visitors in bars, cafes and restaurants from 23:00 to 06:00, which has been in force in the capital since November 13. Also at this time, night clubs, karaoke, discos and other entertainment venues will be able to work, but the establishments will continue to comply with the requirements for seating of visitors and other anti-epidemic measures.

Where people will return
The expert of "Support of Russia" Semyon Nebolsin believes that the restriction on work at night affected primarily the format of bars and night establishments. "In the traditional format of restaurants, the share of guests after 23 hours is very small, the sharp growth of visitors can only be in night establishments - you can expect revenue growth to 40% for these formats," predicted Nebolsin. Extending work at night will help only bars and nightclubs, since the main revenue of restaurants takes place in the evening, and not at night, Rostislav Ordovsky-Tanaevsky, a member of the General Council of Business Russia, president of Rostik Group Corporation, agrees with him.

"For clubs, this is 100% return, because they did not work, bars will receive 20-25 percent additional people," said Sergey Mironov, a public commissioner in the Moscow restaurant business. According to him, people who have left the remote format of work will come to those restaurants that organize lunch, and ordinary restaurants in the evening will receive an additional 10% of visitors.



Anna Tsfasman, founder of the Flip coffee chain, also expects a sharp increase in the number of visitors to discos, bars and nightclubs. "This will affect restaurants with evening boarding - in addition, restrictions are lifted just before Friday. Next Friday-Saturday you can expect a huge surge. I think it could be 100, 200, and 300% of previous expectations for our revenue, "she said. However, Tsfasman warned that when the situation returns to normal, there is no reason for strong revenue growth compared to what was before the pandemic.

Return of restaurants to service
The Presidential Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov believes that the opportunity to work after 23:00 will help the restaurant industry. "I think for Moscow restaurateurs (those who survived) today's news is like a breath of air for the drowning. December turned out to be very difficult for them, "he said. "Let me remind you that in St. Petersburg the situation of the industry is even harder, and again I will call on Governor Beglov to pay attention to the experience of the capital."
"During the fall increase in incidence, traffic in cafes and restaurants fell by 30-60%. This is a serious decline. Thanks to the removal of restrictions, cafes, bars and clubs will receive an additional number of guests in a short period: office employees will return to restaurants for lunches, the number of guests in restaurants in the evening will increase, "said Tatyana Mineeva, Moscow business ombudsman. She also added that the restaurant industry is waiting for a "difficult year." The Mineeva apparatus, together with business, intends to update outdated requirements and make a decision at the federal level to abolish or reduce VAT for restaurants.

Public Commissioner for Restaurant Business of Moscow Sergey Mironov believes that restaurants will be able to reach the pre-andemic level of monthly revenue within a month. "Restaurants will reach the normal level of monthly revenue, I think, within a month. Because ahead of February is Valentine's Day, February 23, "Mironov said, adding that the level of revenue that was observed in February and March last year should not be expected.

After introducing a time limit in November, part of the projects of the Ginza Project restaurant holding, which previously worked at midnight, did not count for one landing. "This is about 20-30% of revenue, especially on Friday and weekends. Of course, we are counting on the return of this share of revenue, but how quickly this will happen is too early to judge, "said Maxim Polzikov, partner and CEO of Ginza Project. Rostik Group Corporation expects to return to revenue by the end of 2019 only by the end of the year.

Not all restaurateurs yet see the need to increase the staff after the removal of restrictions. It is not yet planned to increase the number of employees in the Ginza Project. The holding expects to make a decision after the first week of work after lifting the restrictions - depending on the structure of attendance. At Rostik Group, staff shortages were felt already in the summer, when the first wave of the pandemic ended. They intend to increase the number of employees in Flip coffee shops, because, according to the founder of the Tsfasman network, the number of employees in coffee shops is "directly tied to revenue."

Further mitigation of measures
As long as there is a coronavirus, some of the restrictions will still remain, said Mironov, a public commissioner in the restaurant business of Moscow. "Everyone is waiting for the easing of these restrictions, because if we take a normal restaurant, it spends up to 200 thousand a month of additional funds on processing equipment, masks, gloves - this is a huge amount of money for each restaurant. Some large restaurants spend up to 300 thousand a month on this, and today with low revenue, with low consumer solvency, this is very serious money, "Mironov said.

"I think that the restrictions will gradually be lifted, but they say that there will be a small third wave in the spring, and I think that all these restrictions will apply to it, and by summer we are very much waiting for complete freedom and a return to normal life and work," suggested Flip founder Tsfasman. Ordovsky-Tanaevsky expects to ease the restrictions on the distance between the tables, the number of guests by the beginning of spring.
