Boris Titov, the Commissioner for the Protection of the Rights of Entrepreneurs under the President of the Russian Federation, proposed to lift restrictions in the regions on the occupancy of halls and the opening hours of restaurants when vaccinating 90% of the staff of institutions. At a meeting with representatives of the industry, Vice-President of the Federation of Restaurateurs and Hoteliers of Russia Sergey Mironov said that in the regions, anti-smoking norms "sometimes contradict each other": simultaneously with the system of admission of visitors by QR codes, restrictions are imposed on work in the evening and at night, as well as on the occupancy of halls. "Indeed, there is little logic in the complex of restrictions. If 90% of the staff in the restaurant are vaccinated, sanitary anti-epidemic norms are fully observed, then it is necessary to abolish restrictions on seating and working hours," Boris Titov said. Also, in his opinion, additional support measures are needed for the fourth quarter of 2021, which "struck the industry again." "We could talk about restructuring, deferring taxes for this period, deferring rent for tenants of state and municipal property, as it was last year. And it is necessary to transfer the FOT 3.0 program (lending to the affected business at 3% per annum) to the principle of subsidization, that is, to make loans non-refundable if the borrower has fulfilled the condition for maintaining the staff," Boris Titov added.
